Doug è appena uscito di prigione, Rosco è un ventriloquo vagabondo che gira il mondo sui pattini. Per una serie di coincidenze, si ritrovano a dover scappare dalle mani della polizia, senonché vengono scambiati per due agenti segreti della CIA il cui direttore li incarica di una pericolosa missione. Ignari di quello che li attende - ma nello stesso tempo impossibilitati a fuggire con il milione di dollari affidatogli per le "piccole spese" che la missione comporta - i due fanno buon viso a cattivo gioco e si buttano nella mischia. Ed il gioco si rivela particolarmente pesante, in quanto vi è coinvolta una misteriosa organizzazione guidata da un pazzo che vuol sovvertire l'ordine mondiale. Con l'aiuto delle mirabolanti armi a loro disposizione, ma, soprattutto, grazie alla loro astuzia, Doug e Rosco riusciranno ad avere la meglio sull'organizzazione criminale.

Doug has just come out of jail, Rosco is a vagabond ventriloquist who runs the world on skates. For a series of coincidences, they find themselves escaping from the hands of the police, though they are exchanged for two CIA secret agents whose director directs them to a dangerous mission. Ignore what they are expecting - but at the same time unable to escape with the million dollars entrusted to him for the "little expense" that the mission entails - the two make good face bad and throw into the melee. And the game is particularly heavy, as there is a mysterious organization led by a madman who wants to subvert the world order. With the help of the miraculous weapons available to them, but mainly because of their cunning, Doug and Rosco will be able to get the most out of the criminal organization.
